Regionale innovasjonssystem: Teknologipolitikk som regionalpolitikk

Abstract

Verdensøkonomien har de siste par ti-år vært karakterisert av en gradvis omforming fra en internasjonal til en global økonomi. Denne omforming representerer en kvalitativ endring i organiseringen av verdensøkonomien, idet internasjonalisering bare refererer til en utvidelse av aktiviteter over landegrenser, mens globalisering handler om en funksjonell integrasjon på globalt nivå av geografisk spredte aktiviteter, ofte i regi av transnasjonale foretak. Denne utviklingen, som er muliggjort av den raske teknologiske utvikling innenfor produksjons-, transport- og kommunikasjonsteknologi, har funnet sted både i industri- og finanssektorene, og har medført en dramatisk økning av konkurransen mellom foretak, regioner og nasjoner.
