Abstract

Содержанием настоящей статьи является анализ экономических реформ, осуществляемых в России после 2000 года и оказывающих непосредственное влияние на гуманитарную сферу. Речь идет о реформирование бюджетного процесса, реформе образования и реструктуризации бюджетного сектора экономики, в том числе о проектах трех федеральных законов, принципиально меняющих статус бюджетных учреждений, к числу которых относится большинство организаций социальной сферы. Кроме критического анализа осуществляемых преобразований, в статье представлены теоретические размышления автора и разработанные им в разные годы практические рекомендации в отношении реформ в социальном секторе экономики. This article provides the analysis of economic reforms, carried out in post-2000 Russia which had direct effect on the humanitarian sphere. The question is on reforming the budget process, the education and restructuring the budget sector of the economy; it touches upon drafts of three federal laws, fundamentally changing the status of budget organizations, which include most of the social sphere organizations. Apart of critical analysis of effected transformations the article presents the author's theoretical considerations and practical recommendations worked out during different periods concerning reforms in the social sector.
