Abstract

We've considered the working approaches to determining the number of federal civil servants of federal services and federal agencies exercising public functions of control (supervision) and the provision of public services. We also have determined the method of rationing the number of federal civil servants of federal services and federal agencies exercising public functions of control (supervision) and the provision of public services based on departmental statistics, administrative regulations. The guidelines on rationing the number of federal civil servants of federal services and federal agencies exercising public functions of control (supervision) and the provision of public services are developed by the authors.
