Abstract

Merkez Bankası, 2010’un ortalarından itibaren yeni bir para politikası uygulamaya başladı. Yeni çerçevede, fiyat istikrarını sağlamak amacının yanına, bir de finansal istikrarı sağlamak amacı getiriliyor. Bu ikinci amaca ulaşmak için iki ara hedef konuluyor: Kredi genişlemesini yavaşlatmak ve kısa vadeli sermaye girişlerini sınırlamak. Yazıda ağırlıklı olarak, fiyat istikrarını sağlamaya yönelik olarak kullanılan faiz haddi aracı ve bu aracın etkili olması için gereken likidite yönetimi ile kredi genişlemesini sınırlamak amacına yönelik olarak kullanılan zorunlu karşılık oranı aracının birbirleriyle ne ölçüde uyumlu oldukları tartışılıyor.
