Abstract

Alors que le secteur pétrolier principal moteur de l'économie gabonaise arrive à une étape critique de son évolution, les gisements d'uranium et de manganèse s'amenuisent au fil des années, et que le pays traverse une crise particulièrement délicate, les autorités gabonaises comme celles de la plupart des pays en voie de développement ont pensé que la réussite des efforts de relance économique dépend de l'investissement privé qu'il soit intérieur ou extérieur. Dans cette optique, l'État s'est désengagé progressivement du secteur productif en privatisant les entreprises publiques et en cherchant à mettre en oeuvre 1un certain nombre de réformes visant à favoriser l'initiative privé. Ces réformes exigent des pouvoirs publics, un changement d'habitudes et d'actions économiques, et surtout la capacité de susciter un esprit entrepreneurial face à une population qui a été endormie par la manne pétrolière. While the oil section, prime-mover of the Gabonese economy, reaches a critical step of its evolution; uranium and maganese fields are growing slimmer year after year, and while the country is facing a very delicate crisis, the Gabonese authorities, as most of developing countries, consider that the success of the economic stimulation depends on private national or foreign investment. In this way, state progressively let the productive sector free, privatising state owned companies, and promoting private enterprise. These reforms requires a change in the habits and of the economic actions implemented by the government and most of all the capacity to develop the entrepreneurship function in a population accustomed to the incomes coming from the oil rent.
