Abstract

Peranan Majelis Ulama Indonesia (MUI) dalam sejarah perkembangan perbankan syari’ah di tanah air tidak dapat diabaikan begitu saja. Berdirinya bank syari’ah pertama, yaitu Bank Muamalat Indonesia pada tahun 1991 juga tida terlepas dari dukungan MUI.Bahkan dalam perkembangan perbankan syari’ah selanjutnya, MUI melalui Dewan Syariah Nasional (DSN) menunjukkan dukungan yang semakin intens. Hal ini antara lain terlihat pada sejumlah fatwa yang dikeluarkan oleh DSN mengenai produk dan jasa perbankan syari’ah yang kemudian oleh Bank Indonesia diadopsi dan ditetapkan menjadi Peraturan Bank Indonesia. Fatwa paling monumental yang telah dikeluarkan oleh MUI adalah mengenai keharaman bunga. Tulisan ini mencoba menganalisa kinerja perbankan syari’ah dalam periode 2000 – 2007, yang dibagi menjadi periode sebelum dikeluarkannya fatwa keharaman bunga oleh MUI (2000 – 2003) dan periode setelah dikeluarkannya fatwa tersebut (2004 – 2007). Hasil analisis perbandingan kinerja dalam kedua periode tersebut menunjukkan bahwa dalam periode setelah dikelurkannya fatwa tersebut kinerja perbankan syari’ah semakin meningkat. Peningkatan ini tidak hanya terjadi pada aspek kelembagaan melainkan juga pada sisi operasional, terutama dalam rangka penghimpunan dana dan penyaluran pembiayaan. Sementara itu, hasil analisa perbandingan sejumlah indikator dengan perbankan konvensional menunjukkan bahwa kinerja perbankan syari’ah secara relatif sedikit lebih baik. Meskipun demikian, dari sisi share-nya terhadap industri perbankan nasional, perbankan syari’ah masih menunjukkan peranan yang relatif rendah.
