Acesso à moradia em São Paulo: visão geral e mensuração

Abstract

Acessibilidade financeira à moradia é um problema central nas regiões metropolitanas brasileiras. Como inexiste um censo imobiliário no Brasil, não foi possível, até o presente momento, dispor de informações sólidas sobre os preços e as características dos imóveis. Combinando dados de anúncios de imóveis, bases socioeconômicas, informações territoriais e urbanas, este artigo apresenta uma abordagem inovadora para mensurar a acessibilidade financeira de imóveis em São Paulo. Além de métricas convencionais como o price-income ratio (PIR) e o housing affordability index (HAI), nós usamos estimamos a distribuição de preços e de renda, via máxima verossimilhança, para calcular Curvas de Lorenz e coeficientes de Gini sob diferentes hipóteses. Nós também construímos um indicador PIR modificado regionalizado que combina um modelo de precificação hedônico e restrições de crédito formais. As métricas elaboradas neste trabalho permitem também o monitoramento constante das condições de acesso à moradia.
