Abstract

The objectives of this paper are, in first place, to analyze the equity of the Spanish scholarship system for all levels of education, assuming that in a fair system grants are given mainly to families with unfavourable economic conditions. A second element, also related to equity and which seems to diminish it, is analyzed in depth: the number of frauds when applying for grants. Finally, the third objective of this study, is to evaluate the efficiency of the Spanish scholarship system. This will be considered efficient, when it achieves that the income level of the families is not a determinant variable in the decision of attending non compulsory studies. The results show that the Spanish system of grants and financial aids to study presents serious limitations on equity as well as on efficiency.
