Análise dos Custos e Conseqüencias da Violência no Brasil
Abstract
O crescimento da violência no Brasil, principalmente nos grandes centros urbanos, tem gerado uma enorme discussão acerca de quais seriam as conseqüências e os custos daí originados. Tal discussão é de fundamental importância, posto que os cálculos associados podem vir a orientar corretamente a alocação de recursos públicos para determinados programas que visem a diminuição desses incidentes, com base nos princípios da eficácia e eficiência, que pressupõem o conhecimento de relações custos e benefícios envolvidos. Contudo, tal discussão esbarra normalmente em duas questões: i) na enorme variedade de definições e não concordância de quais seriam esses custos; e ii) na dificuldade metodológica para a obtenção desses cálculos, aliada à precariedade e inexistência de dados. Neste texto, além de apresentarmos estimativas dos custos da violência, inéditas para o Brasil, fornecemos uma descrição dos usos da análise econômica do custo-benefício e do custo-eficácia aplicados às políticas de prevenção à violência, bem como discutimos sucintamente as metodologias disponíveis para o seu cálculo. Estimamos que em 2004, o custo da violência no Brasil foi de R$ 92,2 bilhões, o que representou 5,09% do PIB, ou um valor per capita de R$ 519,40. Deste total, R$ 28,7 bilhões corresponderam a despesas efetuadas pelo setor público e R$ 60,3 bilhões foram associados aos custos tangíveis e intangíveis arcados pelo setor privado.Download Info
