Abstract

"Unternehmensgründungen fördern den strukturellen Wandel und das Wirtschaftswachstum in einer Region. Deshalb wird - auch mit öffentlichen Mitteln - versucht, die Gründungsraten zu erhöhen. In aktuellen Bevölkerungsbefragungen wird der Gründungsprozess von der Gründungsabsicht bis zur tatsächlichen Gründung erfasst. Ihre Auswertung zeigt, dass sowohl gründungswillige Personen als auch junge Unternehmen räumlich ungleich verteilt sind. Niedrige Gründungsraten können einerseits auf zu wenige potenzielle Gründer zurückgeführt werden. Andererseits gelingt es in einigen Regionen schlechter als in anderen, die Gründungsabsicht zu verwirklichen. Daraus ergeben sich zwei Ansatzpunkte für politisches Handeln: Es gilt, das Potenzial zu erhöhen und die Umsetzung zu erleichtern. Die Zahl potenzieller Gründer lässt sich nur langfristig erhöhen, indem insbesondere in Bildung investiert wird. Kurzfristig kann man die Zahl der Gründungen erhöhen, indem man bürokratische Hemmnisse aus dem Weg räumt." (Autorenreferat, IAB-Doku)
