ソ連の家計貯蓄率,1965-1989:不足効果,非公式経済効果,相乗効果,強制貯蓄

Abstract

1950年代末以降における家計貯蓄の急増は,不足の深刻化の結果生じた「強制貯蓄」の問題として取り上げられ,その結果発生する「金融危機」という観点からも活発に議論されてきた.しかし,資料制約を主たる理由として,十分に説得的な実証的結論を得ていない.ソ連家計の貯蓄行動に関する議論の中心的な論点は,貯蓄の増大が公式市場の不足に伴う非自発的な貯蓄によるものであるか,非公式経済において利用可能であるか否か,という点にあった.本稿では,この問題に取り組むために,1965-1989年のソ連構成共和国のオリジナル・パネルデータを構築し,家計貯蓄率に影響を与える自発的動機と非自発的動機を区別して,その決定要因の推定を行った.分析の結果,家計の貯蓄率に対して,(1)不足要因,(2)非公式経済要因,さらに,(3)両者の相乗効果,というソ連特有の要因の影響が確認された.即ち,不足は非自発的な貯蓄を形成し,非公式経済は取引動機としての自発的な貯蓄を形成する.一方で,公式市場の未充足需要が非公式経済に移転し消化される相乗効果の作用の結果,非自発的貯蓄の一部は解消される.推定結果に基づき算定したソ連の強制貯蓄は,1980年代以降に急増し,ソ連崩壊直前には貯蓄の4割にも達した.一方で,各決定要因の影響は地域ごとに異なり,不足が強く非公式経済が小さいスラブ・バルト地域では強制貯蓄率が貯蓄の3~5割と高い一方で,非公式経済が発達した中央アジア・コーカサス地域では強制貯蓄率が1割以下という明確な地域的分化が確認された.
