Abstract

Syftet med denna rapport är att syna argumenten för och emot en kilometerskatt ur ett antal olika aspekter. Det finns idag tre principiella skäl att beskatta vägtrafik. Den äldsta och mest spridda principen för beskattning av vägtrafik är finansiering av väginfrastrukturen. Den andra är internalisering av externa kostnader. Det tredje är rent fiskal beskattning. Beskattning av tung trafik är inte huvudfokus rapporten, eftersom de praktiska aspekterna av en kilometerskatt på den tunga trafiken redan analyserats utförligt.
