Abstract

Le rapport présente les résultats d'un travail statistique mené par les auteurs en combinant de nombreuses sources de données immobilières et territoriales. Elle propose une vision synthétique de la production de logements en France et de ses dynamiques spatiales au cours de la décennie 2010. Le parti pris est d'appréhender le phénomène à l'échelle locale en retenant l'intercommunalité comme échelon pertinent d'analyse. À ce niveau, force est de constater que l'essentiel de la production se concentre dans très peu de territoires. Beaucoup de territoires ne construisent pas. Cette géographie de la non-production est alors décrite. Quant aux territoires qui produisent des logements, ils ne les produisent pas tous de la même façon. Différents modèles de production résidentielle et une dizaine de familles d'intercommunalités sont identifiées dans le rapport.
