Abstract

Plus de trois ans après sa mise en place en France, le statut d'auto-entrepreneur créé par la loi n°2008-776 du 4 août 2008 de modernisation de l'économie et entré en vigueur au 1er janvier 2009, fait encore débat. Certains vantent les opportunités d'accès à l'auto-emploi qu'il aurait facilité. D'autres au contraire, font état d'un biais. En laissant croire à tout un chacun qu'entreprendre est une chose aisée, on enverrait nombre de candidats au "casse-pipe". Le statut d'auto-entrepreneur visait, en effet, à faciliter les conditions d'accès à la création d'entreprise... Est-ce un bon dispositif ? En particulier, est-il efficace pour permettre à des publics démunis ou défavorisés de retrouver un accès à l'emploi et une intégration sociale et économique en leur permettant de devenir leur propre employeur ? Sans prétendre clore le débat, nous entendons proposer ici, dans un court essai, quelques pistes d'interpellation et éclairages issus de nos observations et de nos pratiques et susceptibles d'engager de futurs travaux de recherches. Nous présenterons d'abord le cadre de référence de notre réflexion.
