La place du RMI dans le système des minima sociaux

Abstract

Depuis la création du RMI en 1988, les débats sur une simplification de l'ensemble du système des minima sociaux se sont constamment renouvelés, avec une acuité particulière ces dernières années. La complexité du dispositif, son manque de lisibilité, certaines inégalités de traitement entre les bénéficiaires liées aux différentes aides attribuées selon le statut et non selon les revenus sont pointées. Ces critiques et propositions alimentent la réflexion sur la pertinence d'un système unifié de minima sociaux d'insertion, intégrant à la fois le RMI, mais aussi l'API et l'allocation spécifique de solidarité (ASS). Cet article vise précisément à éclairer cette question et à en souligner les enjeux et les limites.
