Abstract

Uno de los mayores desafíos de todo nuevo sendero de crecimiento se refiere a la creación de tecnologías genéricas, especialmente al dominio de la vinculación entre ciencia, tecnología e industria (D. Foray y C. Freeman 1992). Considerada hasta el presente como un factor exógeno, la innovación tecnológica penetra el núcleo mismo de la dinámica económica. Esta consideración de la tecnología vuelve sin embargo extremadamente compleja la optimización de la asignación de recursos, y plantea dos cuestiones cruciales e indisociables. Se trata del estatuto a la vez teórico y práctico de lo que se denomina «inversión inmaterial» – gastos de investigación y desarrollo, programas, etc.–, y por otra parte, la importancia de la gestión de recursos humanos, como los ingenieros o investigadores, que es el soporte directo de esta inversión.
