Une synthèse des travaux sur le contrôle des Réseaux Inter Organisationnels (RIO) en France : état des lieux et voies de recherche

Abstract

Après avoir présenté les débats qui traversent les RIO, nous proposant un état de l'art sur le contrôle interorganisationnel. Une première approche a transposé en fonction des RIO une configuration de contrôle organisationnel de l'idéal typique Hiérarchie-Clan-Marché (HCM) d'Ouchi et ses prolongements. Dans ce cadre, certains ont montré les limites d'un contrôle dominant et préconisent des recherches étudiant simultanément l'intégration de ces trois types de contrôle. Une seconde approche préconise de sortir du déterminisme HCM en cherchant d'autres modes de coordination organisationnels (processus budgétaire, slack, gestion des représentations), « d'imaginer » des modes de contrôle idoines notamment par des méthodologies novatrices et des approches multi niveau. Nous explorons dans ce cadre l'opportunité d'un élargissement des terrains de recherche au champ organisationnel public ou aux partenariats privé-public. Enfin, nous discuterons des enjeux théoriques et méthodologiques de la controlabilité des RIO.
