Abstract

La dérive des coûts qui a pu être constatée, dans certains cas, au titre des programmes d'armement a conduit les gouvernements, aux Etats-Unis, en France et au Royaume-Uni notamment, à essayer de mettre en place des dispositifs permettant d'inciter les fournisseurs à maîtriser l'évolution de leurs devis. Le succès d'une telle démarche repose sur la capacité des Etats à contrôler la structure des coûts de leurs fournisseurs et à réduire, autant que possible, les asymétries informationnelles qui peuvent exister entre les entreprises et l'Etat dans le cadre de la négociation des marchés publics.Si les contrats conclus entre les Etats et les entreprises d'armement présentent un certain nombre de similitudes en termes d'asymétries informationnelles, il n'est ni possible, ni souhaitable, de comparer les dispositifs de contrôle des entreprises d'armement en faisant abstraction du contexte institutionnel qui prévaut dans chacun des pays considérés.
