Abstract

Four factors characterize current disarmament: the reduction of military expenditure, the maintenance of large stocks of weapons, the randomness of its evolution and the growing importance of economic considerations. War still has a future, and the economy is itself a source and instrument of conflict. Any disarmament is not a factor of peace if the conditions of world security (effects of domination, exacerbated strategic interests, etc.) are not fulfilled. The strategic and economic collapse of a great power (USSR) constitutes a threat to the world balance, if the impoverishment of the country is not quickly contained.
