Abstract

Depuis la fin des années 1970, l'Union européenne (UE) s'est substituée aux États-membres pour négocier les accords de pêche avec les pays d'Afrique-Caraïbes-Pacifique (ACP). Ces accords prennent souvent la forme d'une compensation financière en échange d'un accès aux ressources du pays tiers. Les analystes sont nombreux pour dénoncer leurs dérives : surpêche, dépendance financière, destruction des filières locales, émigration forcée... La réforme de la politique commune des pêches de 2002 propose un nouveau cadre partenarial visant à mieux équilibrer la part respective des accords commerciaux, des actions de développement et des accords de pêche. L'exemple de l'accord UE-Sénégal, interrompu en 2006, illustre la difficulté à sortir du déséquilibre macroéconomique des pays ACP à l'égard de l'UE.
