Abstract

Military expenditure is analysed as unproductive expenditure, a social burden that needs to be reduced in view of national security constraints. The idea of disarmament for development has been an important political issue that has prompted economists to undertake numerous studies on the subject. The studies undertaken produce heterogeneous results regarding the usefulness of disarmament, with or without international assistance, for the economies of developing countries. Disarmament that leads to international insecurity does not allow economic development to become widespread. Development based on domination effects promotes conflicts and wars. The choice is not between butter or cannon, because sometimes the butter has been obtained with the cannon. In this context, economists alone should not support the idea of the link between disarmament and development; it implies a reflection on the very nature of mankind.
