Abstract

Military expenditure is half endogenous and half exogenous. They are both perceived as an economic burden but are also determined by the size of national production. The comparative estimation of military expenditure changes the behaviour of governments. The budget of the Ministry of Defence is a significant decision variable, more or less important depending on the nature of operating and capital expenditure. On the other hand, economic variables do not seem to have had an effect on France's military strategies. Decolonization, nuclear weapons and NATO withdrawal do not appear to have been influenced by economic considerations.
