Abstract

Comparisons of military spending over time and space cannot be expressed by raw figures alone without reference to national inflation or the application of current exchange rates. There are three main questions that need to be resolved: the quality of the information provided, the consistency of the concept of military spending, and the choice of the rate of conversion from national currency units to a common international unit. Civil or military price inflation statistics are applied internally to compare the actual evolution of a country's military spending. In terms of international comparisons, the choice of the constant dollar on the basis of a year and the calculation of purchasing power parities are the most used instruments.
