Abstract

Analyse de la gouvernance publique locale : proposition d'une grille de lecture et caractérisation exploratoire des pratiques de l'intercommunalité française Analysis of local public governance: proposal of a reading grid and exploratory characterization of French intercommunal practices Résumé Notre objectif est de proposer une grille de lecture de la gouvernance locale et d'étudier de manière exploratoire les pratiques intercommunales, à partir d'une recherche qualitative. Les analyses permettent de conclure, tout d'abord, à la cohérence de nos résultats avec les études antérieures. En effet, au regard de nos résultats, deux communautés étudiées sur quatre ne disposent pas d'un projet communautaire, n'ont mis en place que des structures réglementaires de gouvernance et ont des relations souvent distantes avec les usagers. Également, trois communautés étudiées sur quatre disposent d'une gouvernance décisionnelle fermée, peu éclairée, confinée aux mains des instances réglementaires et d'une communication réduite.
