Abstract

La réforme Agenda 2000 de la politique agricole commune (PAC) adoptée à Berlin en mars 1999 approfondit la réforme Mac Sharry de 1992 avec de nouvelles baisses des prix de soutien et une augmentation des paiements directs. L'objectif de l'article est d'analyser dans quelle mesure la nouvelle politique agricole européenne représente une politique de soutien plus découplée ou moins distordante. Cette analyse est centrée sur le secteur des grandes cultures, céréales, oléagineux et protéagineux. Les auteurs examinent tout d'abord les paiements directs de la PAC par rapport aux critères de la boîte verte définis dans l'accord agricole de l'Uruguay round (AAUR), puis mesurent les effets de distorsion sur la production de la nouvelle PAC.
