Négociations sur le climat : la bifurcation opérée à Copenhague en 2009

Abstract

Cet article montre combien la conférence de Copenhague en décembre 2009 représente un tournant au regard du mode de coordination internationale recherché avec difficulté depuis 1992 : après avoir cherché une coordination de plus en plus resserrée autour de la fixation d'objectifs quantifiés de réduction des émissions et d'un marché international du carbone pour assurer flexibilité et efficacité économique, Copenhague a bifurqué sur une coordination aussi réduite que celle de l'ambition des engagements annoncés de façon unilatérale. L'article présente les positions des Parties en présence avant la conférence de Copenhague, examine le contenu de l'accord trouvé en dernière extrémité et interprète les résultats d'un processus qui vu l'Union européenne se faire marginaliser alors qu'elle s'imaginait leader. Pour l'avenir l'action des États devra se concevoir au sein d'une architecture de coopération fragmentée et faiblement coordonnée, qui trouvera son assise principale dans des politiques nationales décidées de façon souveraine, sans l'adossement à un marché international du carbone.
