Estado Social, Quantis, Não-Linearidades e Desempenho Económico: Uma Avaliação Empírica

Abstract

Desenvolvemos um estudo cross-country aplicado a um conjunto de países da OCDE no período de 1980-2013 que visa analisar a relação macroeconómica de longo-prazo entre as despesas sociais públicas agregadas e o produto. É um estudo de estatística descritiva e econométrica que pretende elucidar e testar as seguintes hipóteses: a) a evolução das despesas sociais públicas depende do nível de rendimento dos países; b) a relação entre as despesas sociais e o PIB depende da dimensão do Estado Social e c) aquela relação (não sendo linear) depende de regimes do Estado Social. Para além da análise de estatística descritiva, utiliza-se econometria de séries não estacionárias (o modelo DOLS) e um modelo de thresholds (modelo de Hansen, 1999). As hipóteses a) e c) são confirmadas mas não a b). Prova-se que existe uma relação positiva entre o Estado Social e o produto, qualquer que seja o nível das despesas sociais públicas, a distribuição considerada ou partes da mesma, e há três regimes de Estados Sociais aos quais está associada uma “lei” de rendimentos decrescentes das despesas sociais ténue.
