Abstract
Si bien la reforma del Servicio Civil peruano esperó muchos años, en el 2008 entra rápidamente en la agenda pública, cuenta con aceptación política y los actores conciertan puntos mínimos. En este estudio se examinarán las razones por las cuales esta reforma en particular remontó posiciones en el interés y en la agenda, cómo mantuvo el interés político de los tomadores de decisiones, para finalmente extraer recomendaciones sobre cómo aprovechar las ventanas de oportunidad que permiten el cambio de las políticas públicas en un momento dado.Download Info
