Abstract

Tous les pays n’ont pas la même capacité à utiliser efficacement l’aide pour promouvoir leur développement. Dans le contexte de diminution de l’aide au développement des années quatre-vingt-dix, il était normal que la question de l’efficacité de l’aide et partant de son allocation géographique vienne sur le devant de la scène. Ainsi est né le concept de « sélectivité de l’aide », qui exprime la qualité de l’allocation géographique de l’aide, l’aide la plus sélective étant celle qui en maximise l’efficacité au regard de ses objectifs. Bien que la communauté internationale ait depuis pris l’engagement d’accroître sensiblement le volume de l’aide au développement, l’objectif de sélectivité de l’aide demeure d’actualité.
