Abstract

Often, sample surveys involve a fundamentally different sample design in each of two or more domains. For example, there may be a stratum within which a single-stage design is used and another stratum within which a multi-stage design is used. In such situations, standard sampling theory does not provide guidance on how to estimate design effects for total sample estimates (as opposed to within-domain estimates). In this paper we develop a method to estimate total design effects as weighted averages of domain-specific design effects. The focus is on the choice of weights for different designs. The method is illustrated using examples from the European Social Survey.
