Análisis económico del sistema de seguros de salud en Chile

Abstract

La creciente preocupación en países desarrollados por el medio ambiente se ha utilizado como excusa para entrabar la importación de productos que compiten con aquellos de producción local. Por ello en este trabajo se examinan las amenazas que enfrenta Chile, y en particular el sector minero, por este motivo. Se discute en primer término las nuevas formas que está tomando el proteccionismo basado en preocupaciones ambientales. Luego se examina la situación ambiental actual de la minería chilena, en particular del cobre, las tendencias del sector y las potenciales amenazas a sus exportaciones. Se concluye que el sector minero de Chile se ha visto afectado por estas prácticas y que los costos de mejorar el desempeño ambiental son elevadísimos. Además, han aparecido nuevos instrumentos de naturaleza voluntaria que, basados en el enfoque de "ciclo de vida" del producto, se pueden utilizaron fines proteccionistas. Finalmente, hay varias iniciativas que intentan hacer aparecer a los metales en general y al cobre en particular como fuentes de riesgo a la salud humana y a los ecosistemas. Si ello prospera se corre el riesgo de perder importantes mercados.
