Inversiones en infraestructura vial: la experiencia argentina

Abstract

Resumen La infraestructura vial fue uno de los primeros sectores que incorporaron, durante la década de 1990, inversiones privadas de riesgo bajo la modalidad concesionada de gestión en la Argentina. Este aporte privado fue -excepto en los accesos a la ciudad de Buenos Aires- complementado por esquemas de soporte estatal, como subsidios operativos y aportes directos a la construcción de las obras. Asimismo, el sector vial recibe financiamiento de organismos multilaterales de crédito, como el BID, el Banco Mundial y el Banco Europeo de Inversiones. El cambio estructural representado por el sistema de concesiones viales puede ser evaluado bajo diferentes ópticas. Por un lado, se mejoraron -en todos los casos- las condiciones del servicio ofrecido a los usuarios. A su vez, el estado cumplió sólo parcialmente con las funciones regulatorias implícitas, en particular las relativas al mantenimiento de los retornos esperados por los concesionarios. Esta particularidad resulta más notoria en las concesiones de las rutas nacionales interurbanas. Por otra parte, las estructuras de los contratos de concesión incentivaron, en diversas oportunidades, la aparición de comportamientos oportunísticos, en especial las renegociaciones. Como parte integrante de la agenda futura del sector, debe incluirse la cuestión del financiamiento de las nuevas obras que mejoren las condiciones de servicio de los caminos, debido a las limitantes del sistema de peaje en rutas de tránsito de mediana intensidad y creciente proporción de transporte pesado por el incremento del comercio regional.
