Convergencias y divergencias en la integración sudamericana

Abstract

El objetivo de este trabajo es realizar un análisis e la evolución reciente de la integración sudamericana y distinguir las heterogéneas estrategias implementadas. Se trata de identificar los aspectos conflictivos de aquellos en donde es posible encontrar espacios de convergencia y complementariedad.Se distinguen dos niveles de la integración sudamericana: el sub regional (CA y MERCOSUR); y el plurilateral (ALADI, CASA y ALBA);. Cada uno tiene requerimientos diferentes y aspiran a alcanzar objetivos distintos. Los acuerdos sub regionales son más profundos mientras que los plurilaterales tienen una agenda dispersa y compromisos más laxos.Se identificaron cuatro ejes para ordenar las propuestas: convergencia de los acuerdos suscriptos; integración infraestructura y desarrollo de bienes públicos regionales; Asimetrías y convergencia estructural; asuntos institucionales.Si bien los procesos pueden ser simultáneos hay un orden de precedencia natural en cada proceso. Madurar la integración física sin establecer un proceso cierto de consolidación de las relaciones comerciales no tiene sentido. Del mismo modo, los temas de asimetrías se pueden desarrollar articulados sobre los dos procesos previos y no con independencia de ellos.Por último, el sustrato institucional con que cuente el proceso regional es lo que permitirá que las propuestas consensuadas puedan implementarse.
