Herramientas para el análisis de las desigualdades y del efecto redistributivo de las políticas públicas

Abstract

En este documento se presenta una serie de herramientas para el estudio de las múltiples desigualdades socioeconómicas que caracterizan a los países de América Latina y el Caribe y del análisis del efecto redistributivo de las políticas públicas sociales y tributarias. En él se describen algunas de las principales herramientas de análisis de las desigualdades socioeconómicas que pueden ser usadas sobre variables monetarias y no monetarias, poniendo de relieve que la desigualdad tiene múltiples expresiones en la sociedad. Asimismo, se presentan herramientas para estudiar la incidencia redistributiva de las políticas sociales y tributarias ex post, analizando las fuentes de información necesarias y los alcances y las limitaciones de la utilización de las encuestas de hogares para estos fines, así como las definiciones básicas de los ingresos. También se indaga en el uso de registros administrativos para medir la desigualdad del ingreso, a fin de suplir la ausencia de información en las encuestas de hogares sobre los ingresos más altos.
