Distribución de la Prima Salarial del Sector Público en Argentina
Abstract
El presente trabajo mide las diferencias en la distribución salarial de individuos ocupados en el sector público y privado de Argentina en los años 1993 y 2003. Luego de analizar diversas alternativas metodológicas que permiten estimar la prima salarial del sector público se optó por utilizar el método de descomposición de Oaxaca Blinder ya que el mismo permite estimar la existencia de retornos diferentes para cada característica relevante en la determinación de ingresos. El método de descomposición se aplicó en la media y en diez cuantiles de la distribución salarial condicionada. Los resultados obtenidos permiten constatar que el diferencial salarial del sector público no explicado por diferentes dotaciones de capital humano resulta positivo en el año 1993 y negativo en el año 2003 para ambos sexos. El premio salarial del sector público de 1993 resulta mayor para mujeres que para varones, en tanto que la penalización de 2003 resulta menor para el sexo femenino. Se advierte que la prima salarial del sector público es sensible a la elección del cuantil analizado. La prima obtenida en varones se encuentra inversamente correlacionada con la distribución salarial condicionada; por lo tanto, existe un premio salarial en los cuantiles inferiores y una penalización en los cuantiles superiores de la distribución. Para mujeres, se advierte una prima directamente correlacionada con la distribución salarial condicionada; en este caso, los cuantiles superiores de la distribución muestran mayores retornos relativos para el sector público.Download Info
