Stadtrendite durch Wohnungsunternehmen – Analyse der Komponenten und Quantifizierungsmethoden

Abstract

Der Begriff Stadtrendite hat in den letzten Jahren zunehmend Einzug in die Diskussion um die Privatisierung von kommunalen Wohnungsunternehmen gehalten. Privatisierungsgegner fürchten den Verlust der positiven Wohlfahrtseffekte, die durch die Leistungen dieser Wohnungsunternehmen für eine Kommune entstehen. Der Begriff Stadtrendite umschreibt diese positiven Effekte. Allerdings wird der Begriff bisher nicht einheitlich verwendet. Um die Stadtrendite bei wohnungspolitischen Entscheidungen besser berücksichtigen zu können, sind eine allgemeingültige Definition sowie Methoden zur Quantifizierung erforderlich. Im Rahmen dieser Arbeit werden die bisherigen Diskussionen und Studien zur Stadtrendite sowie Konzepte und Methoden aus weiteren Fachbereichen analysiert und bewertet. Darauf aufbauend wird eine Vorgehensweise entwickelt, anhand welcher die Stadtrendite in der Praxis der Wohnungsunternehmen zeitnah berücksichtigt werden kann. Die Stadtrendite kann bereits heute einen wesentlichen Beitrag zur Objektivierung der Privatisierungsdiskussion leisten, indem sie eine bessere Informationsgrundlage zur Verfügung stellt. Der entwickelte Ansatz zur Stadtrendite-Quantifizierung unterstützt Kommunen bei der zielgerichteten Steuerung ihrer Beteiligung und hilft den Wohnungsunternehmen ihre Effizienz langfristig zu steigern.
