Empirische Untersuchung der Nutzenwirkungen von PPP Projekten auf den Schulbetrieb am Beispiel der Schulen im Kreis Offenbach

Abstract

(Management Summary, Auszug) Die Untersuchung verfolgt das Ziel, Effekte des Einsatzes eines PPP-Modells im Schulbetrieb auf die Nutzer am Beispiel ausgewählter Offenbacher Schulen zu identifizieren. Zu diesem Zweck musste eine über die rein wirtschaftliche Nutzenperspektive des PPP-Models, wie sie in der bisherigen PPP-Praxis in Deutschland fokussiert wird, hinaus gehende ganzheitliche Betrachtung vorgenommen und der pädagogisch psychologische Einfluss des PPP-Modells auf die Nutzer untersucht werden. Mit Hilfe von empirischen Studien bei den Nutzern wurde die Hypothese überprüft, dass Public Private Partnerships durch frühzeitigere Sanierung und professionellen Betrieb der Schulen durch den privaten Partner bei den Nutzern einen zusätzlichen positiven Nutzen stiftet. Ziel der Studie ist die Aufklärung der Zusammenhänge zwischen immobilienwirtschaftlichen Aktivitäten und deren Effekten bei den Nutzern. Um kurzfristige Einmaleffekte, wie sie bei Neuinvestitionen oft auftreten, auszuschließen, werden Zeitreihenanalysen bei ausgewählten Nutzern durch-geführt. Hierzu konnten die Verfasser auf Vergleichsdaten, basierend auf einer im Jahr 2005/2006 als Diplomarbeit durchgeführten Erhebung, zurückgreifen. (...)
