Qu'est-ce qu'interpréter une règle ?

Abstract

Alors que nombreux sont les économistes qui estiment que les prix ne sont pas les seuls outils de coordination et que les règles ou le commandement hiérarchique est nécessaire, la théorie économique a étudié de façon théorique et abstraite la façon dont les règles opèrent. Or, si l'on partage les critiques faites par Simon, Sen ou Leibenstein, il est indispensable de faire la théorie de la résolution de ce problème pratique. Cet article s'appuie sur l'apport de Ludwing Wittgenstein à la compréhension des règles: pour ce dernier, la règle n'est pas la description extérieure d'une procédure qu'il resterait à intérioriser pour produire un comportement. Elle n'a pas de signification en dehors de sa pratique. Au contraire, c'est la pratique qui lui donne une signification. Nous montrons la pertinence de cette approche en analysant la genèse de la catégorie de chômage dans les recensements professionnels entre 1896 et 1906.
