Recomendaciones de política pública para mejorar la educación media en Colombia

Abstract

El objetivo de este texto es presentar una hoja de ruta para las transformaciones que debe tener la educación media en el sector público en Colombia en los anos que vienen. Las recomendaciones presentadas en este documento fueron elaboradas por un grupo grande de investigadores, quienes contaron con el acompanamiento del Ministerio de Educación y mantuvieron un diálogo permanente con funcionarios de esa entidad. El resultado de ese trabajo es una serie de ocho documentos de trabajo sobre la educación media. Para formular las recomendaciones se establecieron algunos principios básicos. El primer criterio es que sean recomendaciones de política dirigidas a jóvenes entre 15 y 18 anos, que están en edad de cursar este nivel educativo. El segundo criterio fue buscar que en las recomendaciones se planteen acciones integrales que incidan en el acceso, la permanencia, la pertinencia y la calidad de la educación media, y que en lo posible tengan impacto a largo plazo. El tercer principio fue que las estrategias debían ser claras, concretas y prácticas, de manera que se puedan implementar en el contexto colombiano. ***** The objective of this paper is to present a road map for the transformations that high school education in the public sector in Colombia must have in the coming years. The recommendations presented in this paper were prepared by a large group of researchers with accompanying and ongoing dialogue with Ministry of Education officials. This endeavor resulted in a series of eight working papers on middle education. Some basic principles were set for the establishment of the recommendations. The first criterion is that they are policy recommendations aimed at young people between the ages of 15 and 18 who are of school age. The second criterion was that the recommendations should include comprehensive actions designed to influence access, permanence, relevance and quality of secondary education, and, if possible, to promote long-term impacts. The third principle was that the strategies should be clear, concrete, and practical, so that they can be implemented in the Colombian context.
