Sector Social: ajuste institucional

Abstract

“El nuevo modelo de desarrollo que el actual gobierno ha puesto en marcha, presupone una serie de ajustes institucionales en diversos campos. Adicionalmente, la promulgación de la nueva Constitución le representa nuevos retos institucionales a la sociedad colombiana. En este orden de ideas, y dentro del programa de modernización del Estado, el gobierno nacional adoptó, a finales de 1992, una serie de medidas relacionadas con ajustes en diferentes entidades y mecanismos institucionales. Dentro de este ajuste, se incluyeron algunos entes relacionados con el sector social. En razón a lo anterior, se ha considerado de gran importancia adelantar un análisis de las implicaciones que el mencionado ajuste tiene sobre las diferentes instituciones del sector social. Como se verá más adelante, el ajuste adelantado en este sector tiene por objeto impulsar, mediante la creación de Fondos de Cofinanciación especializados, el proceso de descentralización que desde hace algunos anos se adelanta en el país. No obstante la bondad de este objetivo, en la reglamentación de los correspondientes decretos será necesario tenor en cuenta las características del sector social, con el objeto de que el ajuste institucional propuesto le signifique un verdadero impulso al sector.”
