Observaciones sobre la propuesta gubernamental de reforma pensional

Abstract

“Estas notas presentan un análisis técnico y exhaustivo de la propuesta que el gobierno presentó al Congreso en diciembre de 2001. Se hacen también unas observaciones sobre el enfoque revelado hasta el momento para aproximar lo que complementará la propuesta, la reforma de los llamados regímenes especiales. Antes de analizar cada uno de los componentes del proyecto del Gobierno, y cómo éste presenta una serie de modificaciones puntuales a la ley 100, conviene una breve presentación sintética de su contenido y de los cambios que implica respecto al régimen existente, particularmente el estipulado por la ley 100 de 1993.”
