Educación en Bogotá 1998-2003: logros obtenidos y lecciones aprendidas

Abstract

Desde 1998 hasta la fecha, Bogotá ha generado 322,000 cupos en educación básica, y ha aplicado exámenes a estudiantes en forma censal, en varias áreas del conocimiento, para mejorar la calidad de la educación. Estas políticas han generado los siguientes resultados: i) los cupos nuevos se han creado en las zonas de la ciudad con mayor población en edad escolar pobre; ii) estudiantes de colegios privados se movieron a colegios públicos, especialmente de secundaria; posibles causas son la caída del 30% en el ingreso real de las familias bogotanas, y el cambio de precios relativos generado por la creación de cupos oficiales; iii) el cambio de colegios privados a públicos pudo estar acompañado de una reestratificación socioeconómica marginal del cuerpo de estudiantes de colegios oficiales "hacia arriba"; iv) la brecha de puntajes entre estudiantes de primaria de colegios oficiales y privados se estaría cerrando en lenguaje y matemáticas; la brecha de los dos sectores se mantiene aún en secundaria.
