Señoraje, Impuesto Inflacionario y Utilidades (Brutas) del Emisor: Definiciones y Medidas del Caso Colombiano Reciente

Abstract

En economías con tasas de in‡ación altas tanto el “señoraje” como el “impuesto in‡acionario” pueden ser fuentes importantes de …nanciación del gasto público. Por tanto, la transición entre situaciones de alta a baja in‡ación, como en el caso colombiano actual, obliga a sustituir tales fuentes de recursos por otras, como los impuestos formales, la venta de activos públicos o la reducción del gasto público. Estas consideraciones también invitan a re‡exionar sobre el origen de los ingresos y egresos del emisor del dinero de base, el Banco de la República, y sobre el futuro de sus magnitudes, en vista de su dependencia del señoraje. En las páginas siguientes se hará referencia a los conceptos de señoraje e impuesto in‡acionario utilizados por los economistas, a sus magnitudes en el caso colombiano y a la relación entre estos y las utilidades brutas del Emisor (sus ingresos menos egresos …nancieros). En dos anexos se exponen de manera formal las relaciones entre señoraje, impuesto in‡acionario y utilidades brutas del Emisor.
