Continuidad y discontinuidad de un programa social: una historia del desarrollo rural integrado (DRI)

Abstract

En la Presentación del Plan de desarrollo Para Cerrar la Brecha 1975-1978 el presidente Alfonso López Michelsen explicó que este “tenía como orientación cerrar las brechas que el modelo tradicional de desarrollo había creado. Se espera reducir las brechas entre el campo y la ciudad, la brecha entre los barrios ricos y los barrios pobres, la brecha entre quienes tienen acceso a los servicios de salud y educación y los analfabetos y desnutridos.” Con este fin, el plan incluyo programas de gasto público enfocados exclusivamente a los grupos más pobres de la sociedad. Entre dichos programas sociales se incluyó un programa de desarrollo rural integrado (DRI) para la agricultura tradicional y un Plan Nacional de Nutrición. Este ensayo es una historia del DRI e intenta derivar lecciones de una intervención redistributiva del Estado de hace 40 anos en favor del campesinado. Se cree que este programa logró, en ocasiones, mejorar los ingresos de algunos trabajadores rurales con tierra y se describe que el apoyo del gobierno fue intermitente, pero se mantuvo en varios gobiernos hasta que el Ministerio de Agricultura liquidó el programa. Una de las características de los casos de éxito en términos de empleo y mejoría en los ingresos fue la creación y buen funcionamiento de los comités locales de planeación y el apoyo de los mismos campesinos beneficiados.
