Abstract

Les raisons derrière les différences de performance économique entre les pays émergents asiatiques et un grand nombre de pays en développement font l’objet d’un débat à savoir : les pays pauvres doivent-ils suivre les mêmes trajectoires de décollage économique que les pays émergents, notamment en Asie, ou agir autrement pour sortir de la trappe à pauvreté tout en ne perdant pas de vue l’expérience des pays de l’Est asiatique ? Cet article s’intéresse au rôle du capital humain dans le développement économique. En s’appuyant sur une analyse comparative basée sur le cas de la Corée du Sud et du Mali, on montre que toute stratégie de développement requiert des ressources adaptées en matière de main-d’oeuvre qualifiée.
