Le Vietnam, nouvel atelier du monde ? Opportunités et enjeux

Abstract

Après les turbulences de 2012/2013, l’économie vietnamienne semble relancée dans une dynamique positive, qui s‘est traduite par une croissance de 6,7 % en 2015, devant se stabiliser au-dessus de 6 % en 2016 malgré les impacts négatifs des aléas climatiques sur la production agricole. Dans un contexte international dégradé, le Vietnam a pleinement profité de la perte de compétitivité chinoise pour s‘intégrer encore plus intensément dans les chaînes de valeur internationales, notamment sur de nouveaux segments tels que la téléphonie. Pour autant, aussi impressionnante que soit la trajectoire de développement du pays sur les deux dernières décennies, celle-ci ne se démarque pas fondamentalement du dynamisme général de l’Asie en développement. Surtout, le processus de convergence semble se ralentir sur la période la plus récente, posant la question de l’efficience globale du système économique vietnamien - faiblesse de la contribution de la productivité globale des facteurs à la croissance - et des réformes à mettre en œuvre pour anticiper les limites du modèle de développement actuel. Cette évolution passe par des interactions renouvelées entre les trois grands blocs d‘acteurs « entreprises publiques, privées étrangères et locales » et un rééquilibrage des droits dans l’accès au marché, l’accès au financement, etc.
