L’Assegno Unico e Universale e la revisione dell’IRPEF nel 2022: un’analisi di equità ed efficienza per famiglie di lavoratori dipendenti

Abstract

Nel 2022 sono state introdotte due misure che hanno modificato il sistema del prelievo fiscale e quello del sostegno al reddito delle famiglie: la revisione della struttura dell’imposta sul reddito delle persone fisiche (IRPEF) e l’introduzione dell’Assegno Unico e Universale (AUU) per le famiglie con figli sotto i 21 anni di età . Il presente lavoro ha l’obiettivo di mostrare l’effetto specifico e congiunto dei due interventi in termini di equità e di efficienza. In particolare, dal punto di vista dell’efficienza, l’analisi si concentra sugli effetti in termini di variazione dell’offerta di lavoro dipendente delle donne in Italia. A tale scopo, si illustrano le caratteristiche principali del nuovo modello di offerta di lavoro (TAXBEN-DF (II)), sviluppato dal Dipartimento delle Finanze del Ministero dell’Economia e delle Finanze, in collaborazione con il national team italiano di EUROMOD. I risultati mostrano effetti apprezzabili sul piano redistributivo, grazie ad una struttura progressiva del nuovo schema di AUU. Tuttavia, l’analisi dell’impatto comportamentale mostra che l’AUU può indurre una diminuzione dell’offerta di lavoro delle donne single, mentre si stima un aumento per le donne in coppia, per le quali è prevista una maggiorazione dell’AUU per famiglie bireddito. Viceversa, la revisione delle aliquote marginali IRPEF concentra gli effetti redistributivi a vantaggio delle classi di reddito medio-alte e può incentivare una variazione positiva dell’offerta di lavoro femminile sia per le donne single sia per quelle in coppia.
