Constats empiriques sur le programme pilote de subvention e-voucher au Mali

Abstract

Points saillants -Un programme pilote de subvention des engrais par e-voucher a été mis en place. -Les résultats provenant d’une enquête rigoureuse auprès de 2400 exploitations agricoles familiales localisées dans 120 section d’énumérations (SE) démontrent une performance très faible du programme pilote. -Même dans les SE ciblées par le programme pilote, seulement 11% des bénéficiaires aux engrais subventionnés les ont reçu par e-voucher, comparativement à 89% qui les ont reçus par caution technique. -La faible performance du programme pilote evoucher peut être expliquée en partie par l’insuffisance des moyens financiers pour son bon fonctionnement, le recensement incomplet des bénéficiaires ainsi que le manque de concertation et de coordination entre les structures chargées de la mise en œuvre du programme.
