Nouvelles technologies, nouveaux outils, nouvelle organisation de la ville: Vers une nouvelle planification numérique?

Abstract

Une transformation numérique complète est en cours et de grands espoirs sont placés dans le potentiel des outils numériques pour la communication et la visualisation dans les processus de planification, pour l'analyse et la modélisation des informations spatiales, ainsi que pour la gestion de villes et de régions entières. Cependant, les pratiques réelles diffèrent grandement et le débat met de plus en plus en évidence les pièges et les dangers d'une déconnexion entre les citoyens, la justice spatiale et la prise de décision démocratique. Les exemples de villes intelligentes montrent une grande variété d'interprétations et de mises en oeuvre en Europe. Par conséquent, les outils numériques ne doivent pas devenir un objectif en soi, mais nécessitent une vision sociétale et spatiale claire et des débats politiques ouverts. Ce chapitre examine les technologies numériques dans l'aménagement du territoire en tant qu'agenda de plus en plus politique en France et en Allemagne. À bien des égards, les deux pays doivent faire face à des opportunités et des défis similaires posés par les technologies numériques, les entreprises et les plateformes mondiales. Ceux-ci sont médiatisés différemment par les systèmes politiques et de planification nationaux et une approche plus centralisée en France contre un agenda beaucoup plus décentralisé en Allemagne.
