The Norwegian Model: Competitive Public Economy

Abstract

In 1990 the Norwegian Parliament approved a new Energy Act. This legislation was to mean radical reforms within the Norwegian Electricity Supply Industry (ESI): it introduced competition in production and trade with electricity, while at the same time strengthening central governmental control over transmission and distribution activities. The new act entered into force on 1 January 1991.
